The termination of electricity supply to Lugansk is another way that the Kiev regime rejects its own Ukrainian territories. It is also contrary to the Minsk agreement, said a spokesman for the Russian president, Dmitry Peskov. 

When asked by journalists to clarify just how Moscow will provide Lugansk with its electricity needs, in connection with the blackout, Peskov said:

"No, I don't think I should explain it in detail." - he said.


"I just want to emphasize that the de-energization of the Lugansk region - is another step on the path of exclusion of its own territories by the Ukraine. It is contrary to the spirit of the Minsk agreements, it distances us from the ultimate goal." - Peskov told reporters.

"Of course, Russia has before, on humanitarian grounds, and will continue to help minimize the consequences for the people who live in the Donbass." - said the press secretary of the president of Russia.
