At least 350 diplomatic Silk Way Airlines (an Azerbaijani regime-run company) flights transported weapons, intended to be used in conflicts across the globe, over the past 3 years.
The Azerbaijan regime-run airline has carried out dozens of flights, bringing tons of heavy weapons and ammunition to the terrorists, under the cover of “diplomatic flights”.
The leaked files, first revealed to public by Anonymous Bulgaria, include correspondence between the Bulgarian Ministry of Foreign Affairs and the Embassy of Azerbaijan to Bulgaria, with attached documents showing weapons deals and diplomatic clearance for overflight and/or landing in Bulgaria and many other European countries, as well as USA, Saudi Arabia, UAE and Turkey.
According to the documents, Silk Way Airlines offered diplomatic flights to private companies and arms manufacturers, mainly from the US, Balkans, and Israel, as well as to the armed forces of Saudi Arabia, UAE, Germany, Danish and Swedish forces in Iraq and Afghanistan, and the US Special Operations Command (USSOCOM).
It is noteworthy that diplomatic flights are exempt of checks, air bills and taxes, meaning that Silk Way planes were allowed to freely transport hundreds of tons of weapons to different locations around the world without being subjected to any type of clearance or regulation.
According to the International Air Transport Association (IATA) Dangerous Goods Regulations, operators, transporting dangerous goods which are forbidden to be transported with ordinary civil aircrafts, must first apply for and exemption for transportation of dangerous goods, in order to begin the shipping process.
The released documents show that Azerbaijan’s Foreign Ministry has instructed its embassies in Bulgaria and several other European states how to obtain diplomatic clearance for Silk Way Airlines flights.
The embassies sent diplomatic notes to the Foreign Ministry of the relevant country in order to request such exemption. The Foreign Ministry then sent back a note, signed by the local civil aviation authorities, a thing that would allow the transportation of dangerous goods (weapons in this case).
The requests for diplomatic clearance included information about the type and quantity of the dangerous goods – heavy weapons and ammunition.
However, the responsible authorities of several different countries, including Bulgaria, Serbia, Romania, the Czech Republic, Hungary, Slovakia, Poland, Turkey, Germany, UK, Greece, etc, decided to turn a blind eye by not looking deeper into the matter and therefore allowed these “diplomatic flights” to ship tons of weapons to the terrorists.
As per under IATA regulations, transport of military cargo by civil aircrafts is not allowed, Silk Way Airlines decided to apply for diplomatic exemption through local agencies in order to get through with the whole thing legally.
The main sponsor and distributor of the weapon shipments is said to be Saudi Arabia, while the “customers” list of the hidden service, provided by the Silk Way Airlines, included several US companies, known to be supplying the US Army with weapons.
The payments were reportedly made in cash, while the goods were provided to ISIS and other terrorists in Syria, coup plotters in Burkina Faso, US-backed YPG separatists, occupying north of Syria, etc...
The leaked documents also show quiete shocking examples of how weapons were transported.
For instance, on 12th of May 2015, an aircraft of the Azerbaijan Air Force, carried 7,9 tons of PG-7V and 10 tons of PG-9V to the supposed destination via the route Burgas (Bulgaria) - Incirlik (Turkey) -Burgas-Nasosny (Azerbaijan). The consignor was the American company Purple Shovel, and the consignee - the Ministry of Defense of Azerbaijan.
