"The Ukrainian authorities' ban on Zakhar Vinogradov is an insidious form of censorship. The fact that there was no explanation makes me think that this is a decision of principle, not a reaction to any of his publications, on which the Ukrainian government could have reacted."

According to him, the International Federation of Journalists "encourages free movement of journalists and free access to documents, so that they can meet their obligations to cover the news."

The press service of media group Rossiya Segodnya, which includes the RIA Novosti news agency, stressed that Kiev has once again demonstrated a policy to limit the work of international agencies in Ukraine.

RIA Novosti journalist Zakhar Vinogradov was removed from a train on his way to Kiev. The Ukrainian Security Service (SBU) then banned him from entering the country for five years.

The case of Zakhar Vinogradov is far from unique. The Ukrainian authorities regularly prevent Russian journalists from working in Ukraine. In October, Ukrainian security services arrested and deported a journalist from the Russian TV channel NTV, Vyacheslav Nemychev, accusing him of carrying out activity "harmful to the interests of Ukraine." Anna Kourbatova, a Russian television journalist for Perviy Kanal, was expelled from Ukraine in late August after a report that did not appeal to Kiev.

In March 2015, Ukraine had already suspended the accreditation of 115 Russian media.
