On April 26 – 27, Defense Ministers of 24 countries, Heads of seven international organizations, and other guests had gathered in Moscow for the International Security Conference. Around 600 participants were in attendance in total.
On the agenda were pressing topics of the day – Syria, North Korea, and NATO expansion Eastward. In this opening speech, Minister Shoigu emphasised that instead of a unified effort against international terrorism, Europe and the North Atlantic Alliance prefers to focus on non-existant threats from the East, paying off puppet leaders in the Baltic states especially.
The recent accession of Montenegro into NATO, taking into account the vastly anti-NATO views of its Yugoslav neighbour, Serbia, precipitates a Balkan crisis of the future.
