Moscow may cancel the decision to recognize the breakaway documents from the DPR and LPR, if Kiev will fulfill Minsk agreements. Russia's permanent representative to the OSCE, Alexander Lukashevich, was quoted as stating this, published on the website of the Russian Foreign Ministry.

"In particular, the Ukrainian authorities should cancel the punitive operation, take weapons, to carry out a constitutional reform with emphasis on the special status of Donbass, recognize the local elections, and to perform an item on the full restoration of the socio-economic relations", Lukashevich reminded at the meeting of the OSCE Permanent Council.

At the same time Russia's permanent representative said that the decision of Kiev this week's decision to block the transport links to the Donbas is devoid of common sense and contradicts the Minsk agreements.

A spokesman for the Russian president, Dmitry Peskov, said that the Kremlin does not believe that the time to cancel the decision to recognize the breakaway republics of documents has come. According to him, the situation in Ukraine demonstrates the correctness of this step.

President Vladimir Putin in mid-February, signed a decree on recognition of Russian documents issued to Ukrainian citizens and stateless persons residing in the territories of certain areas of the Donetsk and Lugansk regions of Ukraine, to the political settlement of the situation in these areas. As stated by Foreign Minister Sergei Lavrov, the Russian authorities were guided solely by humanitarian concerns.
