The crisis of power in Moldova: why did President Dodon become the "Queen of England"
Igor Dodon, president of Moldova, has been put in the position of being "humiliated and offended." The country has plunged into a serious crisis of power which has uncovered, like some litmus test, an obvious fact: the current constitution of the country has transformed the popularly elected president into a "Queen of England."
Judge for yourself. On May 29, 2017, Moldovan Prime Minister Pavel Filip decided unilaterally -- without an agreement with the president of the country -- to declare five diplomats of the Russian embassy in Chisinau persona non grata and force them to leave the country within 72 hours.
In response, the Russian Foreign Ministry announced the expulsion of five Moldovan diplomats. At Smolensk Square they expressed hope that "in Chisinau they will realize the counterproductive nature of their unfriendly actions towards the Russian Federation and the destructive nature of the step taken by the Moldovan side, that runs counter to the principles of partnership and mutual trust."
And what about Igor Dodon? He signed off on his own helplessness. As it turned out, the President of Moldova does not have the authority to cancel the decisions of the head of government on the expulsion of foreign diplomats. Therefore, Dodon confined himself to criticizing the actions of the head of the Cabinet, warning that for the first time in a quarter of a century his country's relations with Russia were on the brink of a precipice.
"Never in the past 25 years, even in the most difficult situations, has Chisinau allowed itself to act so hostile to the Russian Federation," Igor Dodon said. And he regarded Prime Minister Filip's decision as an "outrageous act."
On his Facebook page, Dodon warned: "The decision taken by the government to get involved in the geopolitical games of Brussels, Washington, and NATO in this region is very dangerous. I'm sure they do not understand what price Moldova will have to pay and in what complex and risky situation they could put our country and our people in. They have taken this brutal step that will not remain without negative consequences. "
On Thursday, June 1, Igor Dodon arrived in St. Petersburg to participate in the International Economic Forum, where he met with Russian officials. The Moldovan president said that upon his return to Chisinau, he intends to convene an emergency meeting of the Moldovan Security Council, at which he will "call on the carpet" the head of the Ministry of Foreign Affairs, and special services of the country that are involved in the expulsion of diplomats. According to Dodon, the officials who made these decisions - the head of the Ministry of Foreign Affairs and European Integration Andrei Galbur and the head of the Information and Security Service Mihai Balan - will be punished. At the same time, Dodon did not even mention the name of his main political opponent and opponent - Prime Minister Pavel Filip.
According to experts, the institution of the presidency in Moldova in the current crisis situation is completely discredited. The real power in the country belongs to the pro-Western coalition, which controls 56 seats out of 101. That is, the preponderance of supporters of the rapprochement between Moldova and the United States and NATO is only five votes, but these five seats put President Dodon in a humiliating position, showing who is master in the house.
The Moldovan political system in its present form is often compared with the French one. In the Fifth Republic, the Prime Minister conducts a policy independently from the country's president, as the head of government appoints a parliamentary majority that may be in opposition to the master of the Elysee Palace.
But the president of France has the right to dissolve the national assembly, and his counterpart in Chisinau does not. Igor Dodon can not in any way influence the decisions of Pavel Filip, who was elected by 56 deputies of the Moldovan parliament, and they are in opposition to the current president of the country. And this apparent helplessness of the head of the Moldovan state essentially has put him at the level of the English queen, who, as you know, does not interfere in any way with the activities of the British Cabinet.
And Filip put another blow in Dodon's back: on June 1 at the airport in Chisinau Gleb Pokatovich was detained and deported to Moscow. Pokatovich is the deputy head of the analytical center under the government of Russia who, according to the special services of Moldova, was heading for Tiraspol within the framework of intergovernmental cooperation between Transnistria and the Russian Federation .
It's no secret that the current political crisis in Chisinau was provoked by the so-called "Washington regional committee." Washington is in close contact with the anti-Russian government of Filip. In February 2017, the Prime Minister of Moldova, during a meeting with James Pettit, the US ambassador in Chisinau, said that "the United States remains a strategic partner of Moldova."
"The US and EU assistance had a decisive influence on the stabilization of the financial and economic situation in 2016, and the main event of the past year was the conclusion of an agreement with the IMF," Pavel Filip stressed.
The interests of Dodon and Filip were also at loggerheads in the European direction: the head of the Moldovan government categorically rejected the proposal of the president of the country to renounce Moldova's agreement "On association with the EU." Filip bluntly stated that his Cabinet intends to "neutralize the actions and statements of Igor Dodon in this direction."
Thus, the political crisis in Chisinau has reached an impasse, and there is no way out of it. The president says that his country considers Russia a priority partner, and at this time the prime minister declares the US a strategic partner of Chisinau. Will the Moldovan bolivar take two?
