The "Report of the UN High Commission for Human Rights, Ukraine, February 16- May 15" blames each side, but when the casualties are placed on the map, screen-captured above, we see that all the civilian casualties and almost all the civilian deaths are on the contact line or inside it.
But in paragraph 180 of the UN PDF we read "by all sides":
And this, from the "Recommendations and Conclusions" would be swell:
