Korea's President Moon Jae Ying during a speech in Washington set out few conditions to start dialogue with the  northern neighbour.

"For example, we can start a dialogue when North Korea will stop its ballistic and nuclear provocations, or when they release the three American detainees," said Moon Jae-Ying, adding that "now we cannot say for sure what these conditions should be”, and that “the ultimate goal is the elimination of North Korea's nuclear program”. This should happen at stages.

"We need to monitor the political situation and continue to work in close interaction with the US”, the president added.

Earlier in May, US President Donald Trump didn’t rule out a meeting with leader Kim Jong-un, "if appropriate”. Subsequently White House spokesman Sean Spicer said this would hardly be possible.
