The Ukrainian government has introduced a bill to the Verkhovna Rada (parliament) to legalise the isolated investigation facilities of the Ukrainian secret service, which human rights activists have termed "secret prisons". The text of the document was published on the website of the Ukrainian parliament.
"The proposed changes will allow the bill to establish a legal basis of functioning of existing detention facilities of the Security Service of Ukraine" - says the memorandum.
