Brussels will initiate infringement procedures against Hungary, Poland, and the Czech Republic for refusing the EU-imposed refugees resettlement figures.

Commissioner Dimitris Avramopoulos made the announcement at the presentation of the June report on the state of implementation of the relocations. Specifically, with regards to Hungary’s, Poland’s, and Czech Republic’s reluctance to adhere to the Commission’s migrant relocation policies, Commissioner Avramopulos said that the 3 Eastern European countries had “not done anything” for over a year.

Hungarian Foreign Minister Peter Szijjarto met the start of the procedures with outrage, saying that the Commission’s decision was “pure blackmail" and "an anti-European act". In January, Hungary’s Prime Minister Viktor Orban manifested the intention not to endorse the EU-planned resettlement plan.

Poland’s Foreign Minister, Witold Waszczykowski, also dubbed the Commission’s decision as “illegal”, claiming that forced relocation procedures can’t stem from EU migrant policies, since most migrants are illegal immigrants – not refugees – who don’t want to be relocated to Poland. As such, any relocation would have to be conducted by force, in total infringement of EU migrant law.

Albeit Avramopoulos recalled that the relocation and reception of migrant quotas is a legal obligation and not an option for EU member states, he also voiced hopes that a change of attitude by Hungary, Poland and the Czech Republic on the specific issue would lead the Commission to rethink the infringement proceedings.

Whilst the "fine" that will be imposed on the three countries remains unclear, Commission President Jean-Claude Juncker has threatened a 250,000 euros sanction for every unsatisfied migrant.
