ISIS hunters, an elite unit of the Syrian army in eastern Syria are offering ISIS a million dollars for each captured Russian to be released. If not, they threaten to kill 100 people associated to ISIS.
The intention is clearly well meaning on behalf of the allies, however such rewards may propel militants to be incentivised to capture more Russian prisoners of war.
