The mythical Russian interference has been elevated by the Democrats up to the level of 9/11. Compare George Bush in 2001 with a typical Democratic party line today: 
Bush: 
“You're either with us or against us in the fight against terror." 

Democratic Party apparatchik today: 
“Are you on America's side or Russia's side? I know many right wingers since 2009 like to bad mouth America. Partisanship should end when foreign governments attack the USA.” [Vince Powers, former chair of Nebraska Democratic Party.]

“Attack the USA. [!]” The warmongering madness of Republican Senator John McCain is becoming the party line of the Democratic Party. McCain has recently been joined by Democratic Congresswoman Jackie Speier in calling the Russian interference in the US election (now recited as fact!) an act of war:  "'I actually think that their engagement was an act of war, an act of hybrid warfare and I think that’s why the American people should be concerned about it,’ she said.” 
Yes, be concerned about Russia! 

Two months earlier, McCain, via Reuters:  "Republican U.S. Senator John McCain said on Friday (December 30) that Russia must be made to pay the price for cyber attacks on the United States and that it was possible to impose many sanctions, including on financial institutions. "When you attack a country, it's an act of war" McCain said in an interview with the Ukrainian TV channel "1+1." "And so we have to make sure that there is a price to pay, so that we can perhaps persuade the Russians to stop these kind of attacks on our very fundamentals of democracy."

Repeating something ad infinitum will never metamorphose a myth into a fact, but it does make a shibboleth. The original shibboleth is out of the Book of Judges, chapter 12. 

When the tribe of Gilead defeated the tribe of Ephraim, the word "shibboleth" was a “shusher” in the Gilead dialect, but it was a simple sibilant in the dialect of Ephraim. This made it a way to determine whom to kill:  
And the Gileadites took the passages of Jordan before the Ephraimites: and it was so, that when those Ephraimites which were escaped said, Let me go over; that the men of Gilead said unto him, Art thou an Ephraimite? If he said, Nay;Then said they unto him, Say now Shibboleth: and he said Sibboleth: for he could not frame to pronounce it right. Then they took him, and slew him at the passages of Jordan: and there fell at that time of the Ephraimites forty and two thousand. 

There it is. Kill 42,000 people if they say S instead of SH. You have to "pronounce it right:"
Russia interfered in the US Elections. It's a fact and an act of war! And the expert opinion by the CEO of McAfee Internet Security to the contrary doesn't matter.
“Are you on America’s side or on Russia’s side?”

Shusher or sibilant? Pro-Russia or Pro-America? 

Georgy Arbatov nailed the crux: Here, from the NYT obituary: "Mr. Arbatov was a keen observer of international relations, and he seemed to be one of the first analysts to realize an unexpected consequence of the cold war’s end. While the Soviet Union lost, he said, the United States was also dealt a blow because it no longer had a single country that was a primary foe and rallying point.
The United States, he said, had been deprived of “The Enemy.” 

Or, as the Los Angeles Times reported on a presentation by Arbatov in 1988:

The Cold War is not quite over, but the chill is off, and superpower relations are evolving in an environment of cooperation, a top adviser to Soviet President Mikhail S. Gorbachev said Sunday during a landmark gathering of scientists at UC Irvine.
"Our major secret weapon is to deprive you of an enemy," said Georgi Arbatov, director of the Soviet Academy of Sciences' Institute for U.S and Canada Studies.
With relations between the United States and the Soviet Union perhaps warmer than at any period in modern history, the Soviet view of international affairs has changed from one of class struggle to a new global partnership, Arbatov said.
New global partnership?
 No. Never happened, and will not. Why? The American Deep State/War Industry/NATO must have an enemy. 
Without Russia as an enemy, NATO loses its entire reason to exist, and the US overproducing Arms Industry, already now resorting to stuffing excess US tanks in Norwegian caves, will, without Russia as an enemy, have to hold a bake sale.
