The expansion of Russian arms supplies to China threatens the US’ air force superiority, a report of the US Congress’  U.S.-China Economic and Security Review Commission titled “China-Russia Military-to-Military Relations: Moving Toward a Higher Level of Cooperation", warns.

The report’s authors believe that Russian arms sales to China, such as the sale of the S-400 anti-air defense system and Su-35 fighters, “jeopardize” US air superiority. Moreover, the document points out, Russian technology would allow Beijing to accelerate the development of its own modern fighters.

The study notes that arming the Chinese army with S-400 systems, which the report calls “one of the best in the world”, would give Beijing the ability not only to strengthen anti-air defenses, but also achieve air superiority over Taiwan’s territory if placed on the banks of the Taiwan Strait. 

The development of military cooperation and joint Russian-Chinese exercises speaks to the fact that both countries are interested in further strengthening ties in the security field. However, according to the American report’s authors, the formation of a fully-fledged military alliance between the two states is unlikely in the near future. In particular, the analysts say, it is doubtful that Moscow and Beijing will sign an agreement on military assistance in the event of conflict with a third party.

Nevertheless, the development of Russian-Chinese military cooperation undoubtedly complicates the US’ position in the region.

Russia supplies a wide range of weapons to China. In addition to the two countries signing a contract on the S-400 Triumph air-defense system, in February 2017 they began realizing an agreement signed in 2015 on selling multipurpose Su-35 fighters to China.

Some media recently reported that Russia had already begun delivering the S-400 to China, but Russia’s Federal Service for Military-Technological Cooperation has denied these reports.
