This is a hidden reserve of strength that is not visible to experts, analyzing the dynamics of bad debts in combination with dynamics of GDP. It is the ability to make decisions. It is an ability to achieve consensus. The ability to make symbolic gestures that have terrific managerial effect. Ability to resolve social contradictions, or to direct them in a relatively safe direction.
